Pancasila sebagai sistem etika merupakan sebuah landasan dimana pancasila dijadikan pedoman dalam beretika dalam kehidupan sehari-hari. Oleh karenanya pancasila sebagai sistem etika ini tidak dapat dipisahkan dengan perilaku manusia dengan tanggung jawab moralnya. Nilai-nilai pancasila tergabung menjadi satu dan kemudian dijadikan pedoman dalam kehidupan manusia, inilah yang diharapkan dari istilah Pancasila sebagai sistem etika.
Etika berasal dari bahasa Yunani “ethos” yang artinya adalah “custom” atau kebiasaan yang berkaitan dengan tindakan atau tingkah laku manusia. Etika dapat diartikan sebagai suatu pemikiran kritis dan mendasar tentang ajaran-ajaran dan pandangan-pandangan moral. Etika juga dapat disebut sebagai suatu ilmu yang membahas tentang bagaimana dan mengapa kita mengikuti suatu ajaran moral tertentu atau bagaimana kita harus mengambil sikap yang bertanggung jawab terhadap berbagai ajaran moral.
Etika merupakan bagian dari filsafat praktis yang dibedakan menjadi dua kelompok yaitu etika umum dan etika khusus. Etika umum mempertanyakan prinsip-prinsip yang berlaku bagi setiap tindakan manusia, sedangkan etika khusus membahas prinsip-prinsip tersebut dengan lebih spesifik dalam hubungannya diberbagai aspek kehidupan manusia. Etik khusus ini dibagi menjadi dua yaitu etika individual yang membahas kewajiban manusia terhadap diri sendiri dan etika sosial yang membahas tentang kewajiban manusia terhadap manusia lain dalam kehidupan bermasyarakat, berbangsa dan bernegara.
Pancasila sebagai sistem etika filsafat yang pada hakikatnya merupakan suatu nilai sehingga dapat diartikan sebagai sumber dari segala penjabaran norma, baik norma hukum, norma moral maupun norma kenegaraan lainnya. Suatu pemikiran filsafat tidak secara langsung menyajikan norma-norma yang merupakan pedoman dalam suatu tindakan atau aspek praksis, melainkan suatu nilai-nilai yang bersifat mendasar atau fundamental dan universal. Nilai-nilai tersebut nantinya dapat menjadi pegangan dalam menjalani kehidupan bermasyarakat, berbangsa dan bernegara. Maka dari itu disebutkan bahwa dalam filsafat pancasila terkandung didalamnya suatu pemikiran-pemikiran yang bersifat kritis, mendasar, rasional, sistematis dan komprehensif (menyeluruh) dan sistem pemikiran ini merupakan suatu nilai.
Nilai-nilai pancasila kemudian dijabarkan dalam suatu norma yang jelas sehingga merupakan suatu pedoman. Norma tersebut meliputi norma moral dan norma hukum. Norma moral yaitu segala sesuatu yang berkaitan dengan tingkah laku manusia yang dapat diukur dari sudut baik maupun buruk. Dalam hal ini pancasila dijabarkan dalam norma-norma moralitas atau norma-norma etika sehingga dapat dikatakan bahwa Pancasila merupakan sistem etika dalam bermasyarakat, berbangsa dan bernegara. Kemudian norma hukum adalah suatu sistem perundang-undangan yang berlaku di Indonesia. Dalam pengertian inilah maka pancasila berkedudukan sebagai sumber dari segala hukum di Indonesia. Pancasila juga merupakan suatu cita-cita moral yang luhur yang terwujud dalam kehidupan sehari-hari bangsa Indonesia sebelum membentuk negara dan berasal dari bangsa indonesia sendiri sebagai asal mulanya (kuasa materialis).
Pancasila pada hakikatnya bukan merupakan pedoman yang berlangsung atau bersifat normatif bahkan praksis, melainkan merupakan suatu sistem nilai-nilai etika yang merupakan sumber hukum baik meliputi norma moral maupun norma hukum, yang nantinya harus dijabarkan lebih lanjut dalam norma-norma etika, moral maupun norma hukum dalam kehidupan kenegaraan maupun kebangsaan.

Ilmu Pengetahuan Sosial adalah suatu bahan kajian yang terpadu yang merupakan penyederhanaan, adaptasi, seleksi, dan modifikasi yang diorganisasikan dari konsep-konsep dan keterampilan sejarah, geografi, sosiologi, antropologi, dan ekonomi.
IPS merupakan suatu program pendidikan dan bukan sub-disiplin ilmu tersendiri, sehingga tidak akan ditemukan baik dalam nomen klatur filsafat ilmu, disiplin ilmu-ilmu sosial (social sience), maupun ilmu pendidikan (sumantri 2001:89). Social Sience Education ( SSEC) dan National Council for Social Studies (NCSS), menyebut ips sebagai “Social Sience Education” dan Social Studies. Dengan kata lain, ips mengikuti cara pandang yang bersifat terpadu dari jumlah mata pelajaran seperti geografi ekonomi ilmu politik hukum sejarah antropologi psikologi sosiologi dsb.
Ilmu Sosial (Sosial Science) merupakan disiplin intelektual yang mempelajari manusia sebagai makhluk sosial secara ilmiah, memusatkan pada manusia sebagai anggota masyarakat dan pada kelompok atau masyarakat yang ia bentuk.
Studi Sosial (Sosial Studies) merupakan suatu bidang pengkajian tentang gejala dan masalah sosial. Studi sosial tidak selalu bertaraf akademis bahkan merupakan bahan bahan pelajaran bagi siswa sejak pendidikan dasar.
Ide IPS itu sendiri berasal dari literatur pendidikan Amerika Serikat. Nama asli IPS di Amerika Serikat adalah “Social Studies” istilah tersebut pertama kali dipergunakan sebagai nama sebuah komite yaitu “Commite of Sosial Studies” yang didirikan pada tahun 1913. Tujuan dari pendirian lembaga tersebut adalah sebagai wadah himpunan tenaga ahli yang berminat pada kurikulum ilmu ilmu sosial di tingkat sekolah dan ahli ahli ilmu sosial yang mempunyai minat yang sama.
Konsep dasar pendidikan yang ideal dapat dibagi dalam enam macam :
Landasan – landasan PIPS disiplin ilmu meliputi landasan filosofis, ideologis, sosiologis, antropologis, kemanusiaan, politis, psikologis, dan religius.

pendidikan IPS yang komprehensif adalah program yang mencakup empat dimensi

Walaupun

Untuk kepentingan analisis akademik, empat dimensi ini dibedakan agar guru
dapat merancang pembelajaran IPS secara sistematis.
Setiap
bidang studi tercantum dalam kurikulum sekolah, telah dijiwai oleh tujuan yang
harus dicapai oleh pelkasana Proses Belajar Mengajara (PBM) bidang studi
tersebut secara keseluruhan. Tujuan ini disebut tujuan kurikuler yang merupakan
penjabaran lebih lanjut dari tujuan institusional dan tujuan pendidikan
nasional. Tujuan kulikuler yang dimaksud adalah tujuan pendidikan IPS.
Pembelajaran
IPS bertujuan membentuk warga negara yang berkemampuan sosial dan yakin akan
kehidupannya sendiri ditengah-tengah kekuatan fisik dan sosial yang pada
gilirannya akan menjadi warga negara yang baik dan bertanggungjawab, sedangkan
ilmu sosial bertujuan menciptakan tenaga ahli dalam bidang ilmu sosial. Dan
kurikulum IPS 2006 bertujuan agar peserta didik memiliki kemampuan sebagai

Dalam kegiatan pembelajaran ilmu pengetahuan sosial, siswa dapat dibawa langsung kedalam lingkungan alam dan masyarakat. Dengan lingkungan alam sekitar, siswa akan akrab dengan kondisi setempat sehingga mengetahui makna serta manfaat mata pelajaran ilmu pengetahuan secara nyata. Di samping itu, dengan mempelajari sosial atau masyarakat, siswa secra langsung dapat mengamati dan mempelajari norma-norma peraturan serta kebiasaan-kebiasaan baik yang berlaku dalam masyarakat tersebut.sehigga siswa dapat pengalaman langsung adanya hubungan timbal balik yang saling mempengaruhi antara kehidupan pribadi dan masyarakat. Dengan kata lain manfaat yang diperoleh setelah mempeljari ilmu pengetahuan sosial dismaping mempersiapkan diri untuk terjun kemasyarakat, juga membentuk dirinya sebagai anggota masyarakat yang baik dengan manaati aturan yang berlaku dan turut pula mengembangkannya serta bermanfaat pula dalam mengembangkan pendidikannya ke jenjang yang lebih tinggi.
